NORTH PROVIDENCE, R.I -- Rhode Island State Police have arrested North Providence Police Chief John J. Whiting and charged him with larceny over $500 and solicting to obstruct justice.
He was involved in a high-speed chase on Sunday in Pawtucket involving a female motorist, the state police said at a news conference at North Scituate headquarters Thursday.
State police say that after the woman's car crashed in Pawtucket and she fled, Whiting grabbed $720 from inside the car and left. An hour later, he is alleged to have given the money to a Pawtucket police officer. The Pawtucket officer reported it to a superior.
Whiting was questioned Thursday about the incident by the Rhode Island State Police, and arrested.
Before becoming North Providence chief in 2009, Whiting was a member of the Pawtucket Police Department for 29 years, and part of the command staff there for 12 years. He played a key role in the joint investigation into North Providence police Sgt. Michael Ciresi that began when the officer's gun was found at the scene of a home invasion in Pawtucket in 2004. Ciresi was ultimately convicted on 9 of 10 counts.
This is the latest arrest of a public official in embattled North Providence, which saw Joseph S. Burchfield, the onetime council president, and fellow ex-councilmen Raymond L. Douglas III and John A. "Zam" Zambarano plead guilty in February to extortion and bribery charges brought in 2010 in a federal corruption probe.
In U.S. District Court in April, North Providence lawyer and former Town Solicitor Robert S. Ciresi was found guilty of serving as a middleman in a public corruption scheme that solicited bribes in exchange for the three councilmen's favorable zoning votes on proposals for a condo project and a new supermarket. Ciresi is the father of Michael Ciresi.
